Establishing one window operation, utilizing the information facilities to speed up the paper work procedure so that the public may register, price, process admission procedures and make a payment at any window; utilizing the human resources to shorten the patient's treatment time, and this procedure designed to make patient's life more convenient has received the Central Personnel Administration's recognition as "successful case of simplified work place".
Implementing the convenient procedure that patients can "go directly to the pharmacy to pick up the prescription without pricing it after the treatment" to simplified the operational flow. Our hospital sends the volunteers to promote this service at the scene, so that the patients do not have to wait in line.
Open Evening Outpatient Service, using our hospital facility and original on duty manpower to serve the patients who are not able to come during the day. Also, providing Saturday morning outpatient service without being affected by the two days off a week plan to serve the community.
Veterans who live in the rural area in Hsinchu and Taipei do not have convenient way to come for treatment, therefore, our hospital has doctors in the Internal Medicine, General Surgery, Dentistry, Ophthalmology departments to support its outpatient service, and the Vice Superintendent come to treat patients personally each week and handle related business, and to improve the medical service for veterans.
Medical Performance: Received the first place in 1996, the second place in 1997, not published in 1998, the third place in 1999, the third place in 2000 and the third place in 2001.
Convenient Service for Patients
We provide special transportation for local residents, and pick up patients from Hsinchu Veterans' Home every Tuesday and Thursday for treatment. We also provide water for them to drink to relief the discomfort of traveling. The transportation service was first established on May 1 st 2002 to pick up the kidney disease patients in Hsinchu area for dialysis treatment.
The volunteer team was established to provide services such as assisting patient register, consultation, pushing wheelchair and companying the patient for examination.
To care for the lived-in veterans, we hold patient seminar quarterly, and to provide improvement for patient's life and meal, and to meet the patient's demand, and to build a good two-way communication.
To continue to implement the "convenient policy", we promotes "Management By Walking in Around". Directors from each department walk around all service departments irregularly to solve problems and to improve the service quality, which has been rewarded with one of our four excellencies published in December 2000 by Research, Development and Evaluation Commission, Executive Yuan.
To enhance the care for veterans, we have weave the registration and partial payment for veterans who do not have jobs, which has been widely approved after the implementation.
To enhance the care for veterans, we specially established "special desk for veterans" to provides special services during registration, treatment, picking up prescriptions to help the elderly.
Besides the current manpower and facility we provide for the veterans, we also proactively contact the Hsinpu Town Hall and Office in charge of Hukou Village to send large bus on every Monday, Wednesday and Friday to pick up veterans, which combines the local government resources to serve veterans.
In order to respond to the current medical need and integrate the medical resources, our hospital proactively promotes "clinical path operation", and holds "clinical path plan meeting" regularly to expect more well established service.
Performance
For years, our care for veterans and their dependants have been awarded in the top three years position by the commission. We are awarded the first place in 1996, the third place in 1997, the third place in 1998, the second place in 1999 and the third place in 2000. “Serving other's” was awarded the first place in 1996, and our performance in implementing sexual assault prevention by the Department of Health in 2000.
Our medical performance has improved 25-30% each year, and from 1998 to 1999, our average growth has grown 12.4%. In addition, since the implementation of national health care insurance, the hospital's capacity increased three times.
Our hospital offers Military Substitute Service 156 Professional Training starting from August 7 th , 2001 to August 20 th , 2001 for two weeks. The program is planned carefully with firm internal management, which has been widely approved by the commending offices from the Ministry of Interior. When the commissioner came to host the opening ceremony, he encouraged this work, and let the male, who is eligible for military service, pick and be dispatched to the stations.
Our hospital has implementing total of nine projects in "expanding public project to improve economy" , which includes rebuilding the walls, psychiatric wards, radiology department, surgical room, obstetric ward, medical lab and pediatric ward), the amount of project fee is more than eighteen million and five hundred and sixty thousand dollars, and all projects have been completed with satisfactory result.
Medical and Community Service
To serve residents who live in the rural area, we offer regular visit for free treatment. We send doctors to support the operation of "E-mei Village Group Medical Center ", and with free treatment, we send health promotional information and hold seminars to achieve the objectives of "Serving Others", and to establish good image of our hospital.
Our physicians from the department of Obstetric and Gynecology, Dentistry, Ophthalmology and Pulmonary Medicine have been invited to Veteran's Home in Hsinchu and Taipei , Department of Health in Hsinchu County , elementary and kindergartens and factories in Hsinchu Counties to give talks on the medical health care, health knowledge promotion and community health education to expand the medical care service.
The Family Medicine Department provides family emergency care education for the community each year, besides giving home care education, we actively offer all medical services, such as health check up for the elderly, disability evaluation, martial physical check up, adult physical check up and general check up. Moreover, to promote physical check up, we use x-ray medical vehicle to provide the public with quality care.
Involving in the community development campaign, promoting preventive health and sending out brochure regarding preventive health care, health diet and medication information for the public's reference.
Promoting health care knowledge through media, and contacting "Voice of the Labors" radio station to provide a "health care talk" program, and to have our doctors taking turns promoting health care, as well as taking the CALL-INS to enhance the effect of promotion.
We coordinate with all referral services with Hsinchu Medical Network Association, and were voted the model hospital, and were awarded with certificate.
In responding to the long term care policy issued by the Department of Health, we promote community medical care, our hospital has established self-paid nursing home, which has been approved by the Health Agency, and opened in May, 2000; currently there are forty two beds.
addition, we have established sexual assault treatment room to protect the victims privacy and rights, and both of them have been approved by the Ministry of Interior, and have been opened since.
To improve the medical service quality and to serve the residents of the community, we have opened maternal care center, mammography, alpha hydroxyacid skin treatment, bone densitometry, hyperbaric oxygen therapy and chronic respiratory treatment etc, to make the medical treatment more diversified.
We sponsor summer camp for children: We sponsor oral health care and vision care class, and offer free children's oral and vision examination.
Improve quality care for paralyzed veterans: We have 241 severe paralyzed veterans and 106 mild paralyzed veterans, which need 59 nurses to care for them. We have signed the contract with private corporation to provide strictly trained and licensed nurse's aid to compensate for our nursing manpower. The medical staffs in our hospital often attend on-job training to offer better care for the paralyzed patients.
We continue to promote politeness campaign, besides the "smiling campaign" , we also establish "telephone manners" policy to ask the employees to watch for telephone manners, and to offer good service attitude and medical quality, and to meet the requirement of being friendly, polite and effective, and to make this spirit a part of every employee. We also serve the public (veterans and their dependent) with neat appearance, kindness and friendlier face to build good interaction and build our hospital's image as being friendly, professional and service-oriented
Safety Measures
Fire safety measures: Our hospital has labor health and safety management and the mobile unit that are in charge of all safety inspections and maintenance, and the entire hospital has the fire drill planed in accordance with the design of each floor; and there is 24 hours safety monitoring system, and safety inspection is conducted each month, and 1-2 fire seminars and drills every six months. With all the fire equipment ready to use, we are confident to respond to the emergencies.
Emergency power supply: Our hospital has two automatic diesel fuel generators with the total generating power of 250 thousand watts; we have professional operators to conduct and record the inspection every day, as well as conducting the maintenance and testing each week to maintain the readiness.
Security Patrol: Our hospital has security team on duty 24 hours, and patrolling team is added after hours, and the supervisors and employees of all the departments are taking turns to be on duty during the weekend and holidays to implement the safety.
